Digital Cowboy seems to have something different in mind with the Lampex. The Lampex works by first connecting the device to your PC and setting the message you wish for it to display. After that, you simply turn it on and wave it around in the air. Seems police will have the best use to this technology to ward off drivers from afar without the hassle of talking to every driver. Sort of like a public announcement board for a group/gathering of some kind.

The technology involved is complex blinking of lights according to the movement of the stick producing trails of light that appear to display messages.
